Today EU leaders meet in Brussels to steer "targeted and temporary short-term measures to alleviate the impact of high energy prices"1. The headlines will say relief.

The signal is in the small print of relief that already exists. In Germany, every euro of industrial power aid comes with an obligation to invest at least fifty cents in decarbonisation. That isn't a cost story. It's a buying story.

KEY TAKEAWAYS

  • A subsidy with a spending clause. Germany's Industriestrompreis obliges every recipient to invest at least 50% of its aid in decarbonisation, in Germany, within 48 months.2

  • A dated buyer. 2026 claims are due by 31 March 2027. The CFO owns the decision; the energy manager owns the paperwork.2

  • Sell the obligation, not the carbon price. Relief can grow without the obligation growing. The legal clause is the more reliable reason to buy this winter.3

Germany's industrial electricity price, at a glance

Industriestrompreis

What

Aid on 50% of an eligible site's annual power use, retroactive from 1 January 2026 to 31 December 2028. Estimated cost around €3.8bn, approved by the European Commission on 16 April 2026

Who

Companies in the energy-intensive sectors listed in Annex 1 of the EU's climate, environment and energy aid guidelines

The catch

At least 50% of the aid must be invested in decarbonisation measures, in Germany, generally within 48 months of the grant

Dates

Registration expected from December 2026. Deadline 31 March 2027 (15 July 2027 if also claiming electricity price compensation)

What qualifies

New renewable capacity, power-related efficiency, demand-side flexibility, infrastructure modernisation

What most people will miss

1. Relief is a capex mandate. If the full €3.8bn is paid out, roughly €1.9bn must flow into decarbonisation (our arithmetic). At site level, BAFA's own example makes it concrete:2

Source: BAFA worked example (reference price 8.744 ct/kWh). The €936,000 minimum is our 50% calculation. The bonus requires at least 80% of the investment to go into demand-side flexibility.

2. The clock has already started. Measures implemented during 2026 count toward the 2026 obligation; anything done before the billing year does not.2 Equipment ordered and commissioned this quarter can already sit inside a buyer's minimum investment.

3. The carbon signal is getting weaker. The EU's crisis framework METSAF lets governments raise this kind of power aid to up to 70% of eligible costs "with no increase in the decarbonisation effort required".3 More relief, same obligation. If your pitch rests on the carbon price, rebuild it on the legal clause.

For this buyer

Trigger

2026 aid claim (deadline 31 March 2027), then a 48-month investment obligation

Budget owner

Champion

Blocker

The auditor or funding advisor asking whether the measure qualifies

A buyer is real when you can name all three. Two out of three is a conversation, not a pipeline.

Three moves for this month

  1. Build the list from the eligibility rules. Start from the energy-intensive sectors that qualify, not from LinkedIn job titles.

  2. Open with their obligation, not your product. "Your 2026 claim creates an investment obligation of about half the aid within 48 months. Here's the category our system qualifies under."

  3. Outside the EU? Partner locally. The measure must be in Germany, but a third party can carry it out.2 A German installer or EPC partner is your way in.

Operators: estimate your aid, halve it, and that's the capex you owe. Choose the measures before March.

Also on the radar

  • Netherlands, €8bn SDE++ round. Opens 27 October, closes 26 November. Phase 1 runs only to 2 November, at up to €75 per tonne of CO₂. Dutch industrial heat projects decide early.4

  • Q3 climate-tech funding. Equity rose 17% to $15.8bn, but across 686 deals, the fewest since 2021. Capital is concentrating; revenue tied to dated obligations matters more.5
